How value engineering is different from whole life costing?

In my experience value engineering is looking at what you are trying to achieve and then analysing each aspect of the proposed solution from a technical point of view. Is it needed at all, is there a cheaper way that still meets the objectives, have there been any innovations since the original plans/design was created, is there a way to speed up the process without detriment?
