Governor Walker’s budget proposal has been receiving a lot of media coverage. What hasn’t been mentioned is the fact that a large group of state employees will not see an increase in their health care costs. This is because we will no longer be eligible for health care coverage at all.
I work for the State of Wisconsin on a research project that is examining the beneficial effects of exercise on memory loss and cognitive decline. We pray that our research will lead to an effective intervention to help preserve cognitive abilities and protect people from cognitive decline associated with aging and Alzheimer’s Disease.
Because my job as Study Coordinator is funded by grants, I am considered a Limited Term Employee (LTE) by the State. As such, I receive no vacation or holiday time, and am not eligible for any state benefits other than the ability to purchase the same group health insurance that is available to other state employees. If Governor Walker’s budget proposal passes next week, thousands of LTEs and their families will lose their group health benefits on April first. LTEs include teaching academic staff and support staff on grants and contracts at all levels of the Wisconsin education system.
I understand that costs need to increase, but I don’t understand being left with no insurance at all. This tactic might help the Governor’s budget’s bottom line, but will leave thousands of families with no insurance — and that will eventually cost the state more in the long run.
It will also create undue hardships for the hard working, under paid state employees that are already struggling to survive as a sub-class of workers without benefits. Like most of us whose salaries come from grant monies, I’m not highly paid, but I’m very hard working. Our research could potentially benefit every American citizen that will reach old age. What a sad irony it would be if I don’t reach old age because I can’t afford health care. I have 2 pre-existing conditions that will make it nearly impossible for me to purchase health insurance on the open market.
I’m not asking for a hand out, or a pension or even sick and vacation time. I just want to be able to purchase health insurance for a reasonable price — like all the other state employees.
That is why I am begging all Wisconsin residents to contact their state representatives and ask them not to approve this portion of Walker’s proposed budget. There are other ways to trim costs without adding thousands of Wisconsin residents to the rolls of the uninsured.
Both the Republican and Democratic Party websites have search engines that allow you to plug in your zip code and get the email, fax and phone numbers for your representatives. I beg you, please take a few minutes and contact your representatives. Tell them that this part of the budget proposal is not a good idea. If you have other suggestions for how they can repair the budget without making the LTEs ineligible for health care, tell them that too.

SAN FRANCISCO – January 26th, 2011 – Lyon-Martin yesterday announced its intentions to close its doors due to financial crisis. A community forum, organized

in response to yesterday’s announcement, has generated grassroots mobilization and fundraising aimed at keeping Lyon-Martin’s services available to its

nearly 2,500 patients. “We’re thrilled at the response we’ve gotten from key decision makers in San Francisco, and from the overwhelming community support

pouring in,” said Dawn Harbatkin, the clinic’s Interim Executive Director. “The community’s actions show how important Lyon-Martin’s survival is to so many

people.” Since the press release yesterday, the clinic had already raised $28,000 in donations and pledges. The immediate overall goal is $250,000.

Lyon-Martin provided care to almost 2,500 patients in 2010. 42% of these patients are queer identified, 33% of these patients are people of color, 17% are

homeless or marginally housed and 84% live below 200% of the federal poverty level.
Without Lyon-Martin:
*7 women would have had their breast cancer advance undiagnosed.
*20 patients would have had their HIV viral load increase, risking advancement to AIDS and spread of HIV to others.
*Nearly 100 patients would have had their diabetes go out of control, risking blindness, limb loss and kidney failure.
*150 people would have had their abnormal pap smears progress to cervical cancer.
*More than 400 transgender patients would have had to buy black market hormones.
*Nearly 2,500 people would not have had the necessary information to answer the question, “How are you?”

“The outcry from the Bay Area, across the nation, and around the world has been overwhelming,” said Lauren Winter, the President of the Board of Directors.

“We’re hoping that with support from enough people, none of Lyon-Martin’s patients will have to go without the compassionate care the clinic provides.” Ms.

Winter has personally raised more than $50,000 from friends and family in the past 24 hours.

Dr. Harbatkin is working with the board to create a closure plan that ensures that the clinic’s patients can safely and smoothly transfer care to other

appropriate providers. In the meantime, the clinic will continue to see patients.

Lyon-Martin needs to raise at least $250,000 to reduce immediate debts and be able to continue providing invaluable health care to its patients. Should that

happen, Lyon-Martin may be able to re-organize rather than close. To this end the clinic will continue to accept donations and pledges. “We’re looking to

community members to support us at this time,” said Harbatkin. “Any money raised will be used to help reduce our debt in hopes of continuing patient care.”

In a study released by Euro Health Consumer Index in 2009, the health care system from our country was rated as the 32nd from 33 european countries.

In 2010, only 3.6% from the GDP was allocated to the health care system.

In our country the number of 1.9 doctors per 1000 people is nearly two times lower than the European Union standard of 3.2 doctors per 1000 people.

Our health care system is plagued by corruption, most of the patients have to pay the doctors from their own pockets, in order to be taken care of.

We lack specialized surgical equipment in hospitals, and sometimes, there are two patients sharing the same bed.

Over 10% of the diagnoses are wrong because of poor hospital facilities.

In the last 3 years, over 10000 doctors emigrated to other EU countries, such as France, UK, or Germany. There they will have a salary up to 10 times bigger than they had here.

According to certain studies, if the actual trend won’t change, we might run out of doctors in the following 10-11 years.
