I have a $5000 deductible on my health insurance plan. I am 39 years old and am in good health. I go to the doctor less than once a year. Would this type of account benefit me if I should need to receive health care? How much can I put in? Where can I start such a plan? If I put money in does it have to be used by a certain time like the flex spending accounts?

I’m not entirely sure a health savings account would benefit you unless you use a lot of medication or doctors’ visits. The catch to health savings accounts (HSAs) is that you are only allowed to use funds on a certain list of products (see this list: http://health401k.com/hsafaq.aspx). Also, you are right about the similarily with FSAs; funds in HSAs do have to be used up after each year or they will be wasted.

On Tuesday, February 15th, Rep. Debbie Wasserman Schultz asked White House Budget Director Jacob Lew questions regarding cost savings in President Obama’s 2011 proposed Budget, cost savings made by:
1) cracking down on providers either paid in error, or submitting false payments.
2) increased use of generic drugs.
3) savings in Medicaid program that no longer have to be reimbursed for “uncompensated care.”

These are savings that are part of an overall ten year reduction of $400 billion in federal discretionary spending, bringing that level to the lowest level in 50 years.

EUSTIS, FLA. – In his first budget proposal, Gov. Rick Scott (R) called Monday for cutting more than $5 billion from state spending while also slashing taxes.

Much of the savings – nearly $4 billion over two years – would come through overhauling Medicaid, the health insurance program for poor people. Scott, a former health-care executive, also called for saving $2.8 billion over two years by revamping Florida’s state pension system.

And he proposed cutting taxes by more than $4 billion over two years. This would include a roll-back of corporate income taxes from 5 percent to 3.5 percent and reductions in property taxes.

Florida faces a deficit of nearly $4 billion.

Scott was elected in November with help from the tea party movement, which advocates smaller government, and he unveiled his budget to about 1,000 tea party activists in Eustis, about 200 miles from Tallahassee, where the state legislature will vote on his proposed budget.

Critics of Scott’s budget plan said it would cut nearly 9,000 positions from state payrolls and slash billions of dollars from spending on education.

WASHINGTON, 1/26/2011 –Two of the central promises of President Barack Obama’s health care overhaul law are unlikely to be fulfilled, Medicare’s independent economic expert told Congress on Wednesday.

The landmark legislation probably won’t hold costs down, and it won’t let everybody keep their current health insurance if they like it, Chief Actuary Richard Foster told the House Budget Committee. His office is responsible for independent long-range cost estimates.

Foster’s assessment came a day after Obama in his State of the Union message told lawmakers that he’s open to improvements in the law, but unwilling to rehash the health care debate of the past two years. Republicans want to repeal the landmark legislation that provides coverage to more than 30 million people now uninsured, but they lack the votes.

Foster was asked by Rep. Tom McClintock, R-Calif., for a simple true-or-false response on two of the main assertions made by supporters of the law: that it will bring down unsustainable medical costs and will let people keep their current health insurance if they like it.

On the costs issue, “I would say false, moreso than true,” Foster responded.

As for people getting to keep their coverage, “not true in all cases.”

The CBO since 1971 is conservative in its estimates. This has lead it to underestimate the savings and cost in past health care reform changes. CBO projected 10 billion in savings for Medicare changes in 1983 to 1986. $21 billion was saved instead. For Balanced Budget Act of 1997, the CBO projected "$112 billion savings". "Actual savings [were] 50% greater in 1998 and 113% greater in 1999 than CBO projections". For Medicare Modernization Act of 2003, Medicare Part D, the CBO estimated 206 billion in new spending. "Actual spending [was] 40% lower than CBO projection"

Based on the historical record above, the Affordable Care Act would have more savings than the CBO predicts because they lowballed the amount of savings. The CBO is nonpartisan and well respected. That is why Senator Grassley considered them the final authority when he called them like "God". For estimating the cost of a bill, who is more nonpartisan?

So you are saying that the projected cost of $230 Billion for the repeal of Health Care should be higher.

I think they want to be conservative in their estimates. if they were not they would be accused by the right of being partisan, which they are not!
